My Lord,
I have the honour to address your lordship
on the subject of the provision of a proposed combined
Vehicles and Passenger Ferry service for Hong Kong
harbour.
2. The suggestion has been much discussed in the
Colony for a number of years and the Government in 1926
caused to be drawn up and printed a Sessional Paper on
the subject, of which I enclose a copy.
3. The most careful consideration has been given
to the desirability of establishing a Vehicles Ferry at
all, and while there are dissentients in the Colony and in
the Executive Council, the balance of opinion is strongly
in favour of the ferry. There is in any case no hesit-
ation at all in believing that a combined Vehicles and Passenger Ferry with smaller boats, carrying passengers

only, running between the larger boats carrying vehicles
and passengers, the balance to be adjusted as experience may dictate

would be definitely a paying proposition,
and that a scheme of this nature would be a proper
beginning for the provision of that greater transport
